Hi Dipika, welcome to the Community!
When you create a Bitbucket account you automatically become the admin, however, note that Bitbucket accounts don't behave the way you're describing. You can not create users from within your account, they need to be created separately same way as you created yours. Then, you'll be able to grant them access to your repositories. Note that Bitbucket Cloud doesn't provide a user management system as Bitbucket Server does, so you won't be able to monitor or control their accounts, you'll only be able to control who has access to your content and which level of permissions.
Creating groups is possible and it will allow you to sort the users that you're inviting to your repos. You can do so from the repository settings menu. For more info, you can read Organize groups for your repositories.
Projects are only available for team accounts, you can learn more about this at Create and administer your team.
If you want to a different kind of management for Bitbucket, you might be interested in Bitbucket Server.
Hope this gives you some understanding to get started! Let us know if you have any other questions.
Best regards,
Ana
Hi Atlassian Team
Is it still the case that Bitbucket Cloud does not provide a user management system, and that this is only available through Server?
Kind Regards
Charles

I would like to know if this is still true as well. Maybe there is a different way to find out user activity? I am finding it very hard to manage users especially when there are many that are not even accessing bitbucket and the license cost is coming out of my budget every month.
Thanks,
