error while using user data reporting api for bitbucket

I am trying to build user data reporting API for bitbucket by following below documentation:


But I am getting the below error for my request:

"code": 401,
"type": "APIError",
"message": "Unauthorized Issuer micros-group/bitbucket is not whitelisted "

I am trying this for a private app. Is there something that I am missing in the request?
