enable outgoing authentication

Application links have been set up in Bitbucket (7.9) and Jira Server (8.5.1). Jira is showing an error as

'The local incoming connection uses OAuth, however it's disabled on Bitbucekt.'

Bitbucket is showing

'We can't display the status for this application link, because outgoing authentication is disabled. You can enable outgoing authentication to see the status.'

I cannot find a way to 'enable' outgoing authentication on Bitbucket while all relevant Jira integration plugins on Bitbucket are enabled.
