the Create button only has "Snippet".
I read in another question that this could be because I'm not an admin.
but given that I'm the only user with access to this account and these repos, I don't see how that can be the case.
I can push commits no problem.
just can't create a new repo.

In Bitbucket Cloud the permissions can have workspace, project and repository scopes. In order to be able to create a repository, your account needs to have either admin permission at the workspace level, or Admin or Create permission at the project level.
Checking internally, the bitbucket account associated with the email you used to post this question currently only has admin access to a few repositories, which will not allow you to create a new repo. You would need project-level or workspace-level permissions to do so.
From the looks of it, you have multiple Bitbucket accounts, and the owner/admin of the workspace you are trying to access is tied to a different email. In this case, I would suggest logging in with any other Bitbucket account you own and verifying if that account is the admin of the workspace. Once you have access to the admin account, you will also be able to grant Admin permissions to other users/other accounts you own.

I AM Admin of all the existing repos.
There are two users in the People list...
both with the same name, and both with the same avatar...
and I can't edit them or list any details.
I'm assuming they have different emails?
but still can't create a repo.
