assigning project permissions

I am attempting to assign admin privileges to an existing project to provide the user the ability to create additional repositories. when i follow the instructions in the documentation, go to project settings there is not an option to add users. appreciate any guidance!

Bitbucket Cloud users workspace groups to add users and provide them with the necessary access. Please refer to our documentation on User groups - https://support.atlassian.com/bitbucket-cloud/docs/organize-groups-for-your-repositories/  to create a new group and provide them with access to create new repositories in a workspace.
