Why can not a privileged user access a bitbucket?

In the last month, some existing users could not access bitbucket.
There are have work hard because not login.
I have not changed the settings or upgraded anything.
Please reply with the information you need to correct this.

• Have you confirmed that the users experiencing this have global permission ?
• Is any information logged when the users try to access BBS ?
• Are you using an Active Directory for user Management ?
