Webhook connectionTimeout not working

Hi, i am using web hooks with Artifactory to create private Gradle libraries for android. i am getting the following error when the build is called.

java.lang.RuntimeException: java.net.SocketTimeoutException: 20,000 milliseconds timeout on connection http-outgoing-1

to try and fix the problem i have added the following to the bitbucket.properties file to increase the timeout . this is what everyone seems to suggest but it has no affect on the system and it still complains that the timeout is 20 secconds.

plugin.com.atlassian.stash.plugin.hook.connectionTimeout=300000

any help would be much apriciated.
