we want to configure as an example that we have one approval from each of the following groups .. Dev, PSO, QA. And if that evaluates to true then the merge button would be enabled. 

Do you think this would be possible with this plugin?

Hi Jack,

welcome to the community.

I'm not sure which plugin you have in mind? Are you going to build one?

I can certainly recommend our Workzone plugin for Bitbucket server and Datacenter.

You can configure reviewer groups for repository branches, directories and files, and configure a merge-check group quota [1].

Workzone will then check reviewer approvals for each group and only allow to merge  if there are at least N approvals for each reviewer group.
