Hi,
Currently I am trying to enforce 2FA to all my bitbucket users who belong to an organisation.
For the same I cam across https://support.atlassian.com/security-and-access-policies/docs/enforce-two-step-verification/ link. However as mentioned here I needed to view the same on the security tab. But I am unable to view the same.
I am currently being given site-admin access by my org admin.
NOTE: my org admin is also a part of that group and is able to view the Security Tab.

Firstly check your site is in improved user management experience ? because here we have only 2 types of admin that is Org admin and product-admin
if not follow below.
You have to be Org Admin to do this. Site admin permissions is restricted to few tabs i guess in admin portal.
Same groups doesn't provide access to admin.atlassian.com rather the admin type access, you have to be Org admin to access Security tab
