You may run into this issue when you use specific browsers or add-ons that hide the referrer header for id.atlassian.com and other Atlassian sites. Check for these and then try logging in again.
Changing to a different device or browser does not solve the problem

Checking internally, I see the email from which you posted this question is associated with a Bitbucket account created quite a few years ago.
That account was marked as Dormant due to a long period of inactivity, causing the error you were facing while trying to login. I went ahead and set it to active again, so you should be able to log in as usual now.
