When the user is trying to create a branch, He is getting the below error,

Which permission the user have in the repositaries where he is trying to create a branch?
Most of the time it just a problem of permission, for him to be able to create a branch he need minimum of Write permission, read permission doesn't let him create a branch or anything else.
Go to Bitbucket --> Select the repositary --> Repositary Setting --> User and group access
--> You can check which permission he have

You should ask the manager in charge of the Repo "feature/esh_resendEmail"
It can come from multiple problem, but from my perspective
