Styling inconsistency in markdown between header and Table of Contents

When viewing on bitbucket.org, there's a marked difference in whitespace between a header and the first item in a table of contents compared to between a header and the first bullet of a list. 

 

1) Should this be reported as a bug?

 

2) Any thoughts on fixing it within my document, since presumably changing the CSS is a no-go
