Self Hosted Bitbucket runner stuck in queue state

I have two separate runners one for prod and dev and both are stuck in a queued state and can't execute any runs. I even tried creating a whole new runner and this is also stuck in the queued state. All runners say they are online. Is there any resolution for this?

To troubleshoot your Bitbucket Cloud Pipelines runners, I'd recommend following the steps on this documentation: Troubleshooting runners

This is for you to check on the logs locally on what might be causing it.
