Over 160 spam issues

Hi!

I have currently over 160 spam issues on my project:

All issues from #4 till #160+ are spams.

I saw so many users reporting similar spam issues.

Please delete the spam issues and provide a solution to avoid spam issue attack.

We've also started receiving similar spam issues at gyrokinetics/gs2  (and a single spam comment on an existing issue). Interestingly they have all targeted just this one public repository out of the several ones included within this workspace. So far the numbers have been reasonable so I've been able to manually mark as spam, but it would be nice if something could be done about these. Initial thoughts of helpful additions:

1. Ability to select multiple issues at once to mark as spam (and indeed other actions like resolve).

2. An ability to require approval of issues submitted before they are published.
