Out of licenses

We are out of Bitbucket server licenses which is causing a standstill in our work.  Is there a way or an audit report which would allow us to see which licensed users haven't signed in or have had any activity for the past 6 months or so?  I can't seen to find this anywhere. Thanks and help from the community is much appreciated.
