I work for a government foundation in Brazil, where current legislation prohibits purchasing products or services in foreign currency.
To address this, we are attempting to acquire a Bitbucket license through a third-party company. However, they are requesting the SEN (Support Entitlement Number). Based on the official documentation and responses here on the forum, it seems that the SEN is only available for paid Bitbucket subscriptions.
This puts us in a difficult position: we cannot use a credit card to obtain the SEN, but the third-party company cannot provide a purchase quotation without it.
How can we obtain the SEN under these circumstances?

It is true that some older workspaces on the Free plan do not have a SEN. This is not the case for all Free workspaces though.
I checked the workspaces your Bitbucket account has access to. You can also check them yourself here:
One of these workspaces does have a SEN, and you are listed as a billing and technical contact for it, so you can find the SEN here:
If you scroll down this page, you will see a section with the title Licenses. The column Product will indicate Bitbucket (Cloud) (Monthly Payments), and the column Name will have the ID of the Bitbucket workspace that does have a SEN. The SEN can be found in the column SEN for the Bitbucket workspace.
Please note: this is an empty workspace, meaning that it has no repositories. If you want to get a paid Bitbucket subscription for this workspace and you want your team to use that one, you will need to transfer your repositories from the workspace where they belong now, to the workspace that has a SEN:
User access will also need to be set up in the new workspace after the transfer.

Hi there,
it does not make sense why your 3rd party company requires an SEN in order to sell you a Bitbucket cloud subscription or provide a quote.
There are instructions [1] on the Atlassian Partner Portal for Atlassian Partners on how to quote and purchase BB Cloud for their clients.
If your third party provider is a registered Atlassian Partner they should be able to access the link - you probably won't be able to access it.
I can imagine the following process:
Your partner sets up a BB Cloud workspace for you.
They open a 'Quote request' with Atlassian via the partner service desk
Atlassian creates a quote and your partner sends this quote to you.
You can pay the quote directly via bank transfer for example or pay through your Atlassian partner.
