Shamelessly copied from another post. I'm having what seems like a similar issue.
I'm trying to setup 2FA on my bitbucket account, however, I'm not receiving the confirmation email after scanning the QR code and successfully submitting the authentication code, please assist!

I did try several auth apps and attempted to enable the service several times. I patiently gave it about 20 minutes for the email to show up. Now I'm here :)
I found your email address was on a suppression list we maintain. I have removed this suppression. Please try again now. I expect that you should now be able to receive these notifications.
