Jira refusing connection when making an issue (works locally)

I've confirmed the ability to create a Jira ticket from my localhost.

But when I push to my AWS instance, I get "connect ECONNREFUSED".

My headers and setup haven't changed.

Nodejs code for reference:

 const { data } = await `${process.env.BASE_URL}/rest/api/3/issue`,
Authorization: `Basic ${process.env.SECRET_JIRA_TOKEN}`,
"Content-Type": "application/json",
Accept: "*/*", } );

What am I missing?

Based on the given information, is your localhost blocking port 80 and just allowing 443 which is HTTPS? May want to check your internal firewall.
