Is there any way to pay all team members at once?

Hello. My team and I want to use the bitbucket standard. By the way, I want to pay for a license for 10 people, but if you go into the payment menu, it's only $15 dollars. Is it a system where I can decide the number of people on the next screen after paying with standard first?

There are 10 people in my workspace. By the way, the number of users in the plan is said to be zero. Is it added after I pay first? I'm confused.
