Is there a way to restrict pull requests to merge if only created under that specific base branch?

Hello,

I am working on a project and I need a restriction about merging. For example;

I have an "X" repository and that repository has "A", "B", "C", and "D" base branches. If a programmer created a feature branch under the "A" branch, pull request and merge must be done to the "A" branch, not "B" or "C" or "D".

Do we have a feature to control this?
