Is there a way to enforce server side hooks

We currently have setup commit-msg hooks, but as they are on the client side (dev's workstations) those could be easily bypassed.

Is there any way with Bitbucket Cloud to currently enforce the commit hooks. Ultimate goal in this case is to insure format of messages where actual Jira ticket is referenced.

Unfortunately, server-side hooks feature is currently not available in Bitbucket Cloud. We do have an open feature request to implement such functionality, which you can access using the link below :

We encourage you to add your Vote there to give the feature traction and help the product manager to understand the interest. Feel free to also mark yourself a Watcher to be notified whenever there's any progress on the implementation of that feature.

Also, as you mentioned that the ultimate goal is to format messages that have Jira tickets, if what you are willing to do is to enforce that each commit message has a valid Jira issue key, this is possible by enabling the Require issue keys in commit message feature under Repository Settings > Links.
