Is the Git LFS storage limit per complete plan or per user account or per repo?

"Storage policy for Git LFS with Bitbucket" states that the size limit for LFS is 1GB for Free plan and 5GB for Standard plan.

However I can not find any information in there if this limit is for all users on the plan or within a project or if it  is per repo or per user account or whatever.

Can one shed some light into that?

 

Background: Our company is in the progress of moving all S/W repos to Bitbucket. One part of our work is PLC programs (Siemens S7 TIA projects) currently tracked with Fossil SCM. We are tracking not only the source code but also the binary project file which is necessary to recover a project completely from the repo. However when I convert our biggest repo (500MB in Fossil) to Git, I get a Git repo with 1,5GB which will bring us to the 2GB limit sooner or later. Hence we would like to use the LFS extension for tracking the binary project file. But we have multiple different PLC programs in different repos - so I would need to know how the LFS limit manifests itself.
