@gilga Repo admins (and possibly those with repo write perms?) have a button within each issue to "Mark as Spam" (and then "Delete"):
However there is no bulk option to apply this to many issues. With an infestation this pervasive you should probably create an Atlassian support ticket here:

Please also go vote and comment on feature request BCLOUD-21131, which is not a fool-proof solution but at least would be a step in a positive direction.

In a world where there are free to use options, there are always going to be abusers. That's the way humans are.
I assume you became aware of this repository because it emailed you. Best thing to do is forward one of the emails, unedited (and you don't need to add anything to explain) to abuse@atlassian.com . They will shut down the system if it is looking abusive.

No, I've subscribed to this repo. This repo has been invaded by a spammer, but I can't report it myself (I don't have any admin rights on this repo).
