1. What are the pre-requisite for this migration from both side (Bitbucket and Gitlab)

It's possible to migrate Bitbucket to Gitlab using backup tools.

Those instructions provide pretty substantial features to migrate the most important details as far as I can tell.
We are also looking into doing this, from Bitbucket Server to GitLab self-managed.
