My php application has a phpdocs directory. On my local machine I open that documentation in a browser and right click the index.html to get started. Is there a way to have that documentation open as a statically served site on bitbucket? At the moment I can browse the source code of the phpDocumentor that has created the docs. My collaborators would be able to clone the site locally and see the docs by doing what I did, but it would be nice to be able to send them a link.

Bitbucket is not a web server, it has no functions for processing web application files outside its own services.
You'll need to deploy your php on a web server that serves php.
Ok, I found another solution. Incidentally, phpdocs produces plain html and wouldn't need a web server that serves php.
