How to get Bitbucket hosted web page to support "partial content requests".

I am having Bitbucket host a web page and it has worked fine.  The only issue I am having is when playing video content I am unable to use the seek bar to change the position of the video.  This feature works fine running the site from a local folder.

From my investigations it seems this is related to a lack of support for "partial content requests".  Is there a way to enable this support within Bitbucket?
