Your account can't be deleted because:

You account is still configured as the main billing/technical contact of a bitbucket workspace, which is the reason why you have received that message.
To delete your account, you have to either designate another person as the main/billing contact of that workspace on https://my.atlassian.com or delete that workspace.
Checking internally I confirmed you have already triggered the deletion of the workspace in question. The full deletion of the content takes up to 30 days, and after that period, you should be able to delete your account.
