How do I prevent repository admin to delete or move repository

I am looking for configuration option that would prevent repository deletion or move.

Such operations shall be doable only by system admins or not possible at all.

If there is no such option then I would like to create a plugin. How can I remove gui elements from plugin?

The move delete buttons are located at top right cornet of:

<bitbucket url>/bitbucket/projects/<PROJECT>/repos/<SLUG>/settings

Now possible from UI with Bitbucket Server 7.4

In older versions admins can change server-web-fragments.xml
