For Bitbucket Cloud specifically, the invoices can be found at https://my.atlassian.com/billing/paidorders, if you are the billing or technical contact for the workspace in https://my.atlassian.com
If you are not listed as technical and billing contact you will not be able to see the invoices there. However, if you are an admin of the workspace in Bitbucket Cloud, you can reach out to our customer advocate team and ask them to

Please make sure to provide in the details the URL of the Bitbucket Cloud workspace you want to find invoices for.

at least in my accounts, I can navigate to "Administration", select my organisation and then go to "Billing". In the billing part, I can then manage my settings and this also has a "billing history" where I can download invoices from the past.
Please note that there are two different billing engines used by atlassian at the moment, there is some transition period from old to new billing. This means there are two different technical implementations so you have to find your way thru navigation depending on old or new engine.
