As the title says.
I am the tech lead responsible for reviewing all pull requests in our system, and I write comments below the description of PR's, or inline with the code, and get replies from developers, however all those replies are usually missed by me because there are no email notifications for them.

Try adding yourself as a default reviewer. This will make sure that every PR update will be sent to you.
There are two exceptions here:
1. You only get email notifications on PR updates done by someone else.
2. This will work only on new PRs.
If you are a default reviewer and don't get emails, you should check:
1. Email & User configuration in BitBucket - Is the server configured correctly? is your email address configured correctly? etc'
2. Your spam/trash folders of your inbox.
