Error 500 Accessing the Market place

When trying to access the Atlassian market place from a customers bitbucket server  we get an error 500 for both of the following URLS

When reviewing the logs of the this server i see there is a unable to verify the servlet plugin license

Has anyone ran into this before or any suggestion on trouble shooting to try to understand the root cause of this issue?
