We are trying to configure Hooks to validate commit which require to be associated with valid Jira issue. Commits required valid JIRA ID.
Is this hook can be added out of the box at JIRA/Bitbucket or need a new plug-in to be purchased from market place?

If you have ScriptRunner for Bitbucket you can achieve what you are looking to achieve using the "Require Commits to be Associated with a Valid Jira Issue" Built-In Pre-Hook, as documented here: https://docs.adaptavist.com/sr4bib/latest/features/script-pre-receive-hooks/built-in-pre-receive-hooks/require-commits-to-be-associated-with-a-valid-jira-issue

It can be done but it's a bit of work and there are different approaches.
This is something worth purchasing a plugin over, but you should probably look at one that will give you this as well as other automation and configuration management features. Re: Scriptrunner for BitBucket Server will satisfy your current ask and a whole host of other features.
