Hi Marlon and welcome to the community.
They both need to be enabled for a Bitbucket Cloud repo. If you're an administrator of the repo, you can do this yourself.
Issues
- Open the repo in Bitbucket website
- Go to Repository settings > Issue tracker
- In there you can enable either a private issue tracker (visible to those who have repo access) or a public one
- Save your changes and when you go back, you'll see an option Issues in the left hand column
Trello
- Go to Repository settings > TRELLO Settings
- In there you will see an option to enable Trello
- You'll be asked to connect to your Trello account, and afterwards you'll be able to link a board
- After you set this up, if you go back (exit repository settings), refresh your page and you'll see a Trello option in the left hand column
