Can a branch be setup to accept merges from branches in the same repository on Bitbucket, and not from branches on my local PC?

I am trying to ensure that all merges occur as a result of an approved pull request.

Hi,

I am a bit confused as to what you are asking here?  You cannot merge branches in the Bitbucket UI unless both branches exist in the repo on BB.  Anything you do outside of Bitbucket, cannot be accounted for until you push your changes to Bitbucket.
