Build time spent with stucked pipelines can be refunded?

There is a repository I'm working on, which is a paid plan, where the pipeline got stucked at Cloning stage and there was no log at all. I had to manually restart it. This happened once and this is no problem but in case it happens again, at a time I'm not monitoring it, is it possible to refund the time spent?

I'm asking for refund because I've seen that there is recent changes in Bitbucket cloning strategy.

If the issue with Pipelines was caused by Atlassian, we'll make a concession for you and offer you a free month in your next billing cycle. In that case, we'll open a ticket for you so you can submit the details about the affected account and we'll work it out :)
