Bitbucket plugin cannot be enabled after Bitbucket upgrade to 8.12

We upgraded Bitbucket Server from 7.21.4 to 8.12.0. Post upgrade we could not enable an Atlassian plugin that adds a pre-receive hook to a repository that will reject a commit that looks like a release commit but isn't tagged. 

Below are the logs:

 The java version we use :

$ java --version
openjdk 17.0.8 2023-07-18
OpenJDK Runtime Environment (build 17.0.8+7-Debian-1deb12u1)
OpenJDK 64-Bit Server VM

We tried restarting the bitbucket server and removed the .osgi-cache from  $BITBUCKET_HOME_DIR/plugins/.osgi-cache but still face the same issue.

Any insights on this would be great!
