We upgraded Bitbucket Server from 7.21.4 to 8.12.0. Post upgrade we could not enable an Atlassian plugin that adds a pre-receive hook to a repository that will reject a commit that looks like a release commit but isn't tagged.

Below are the logs:

2023-08-10 19:56:53,980 ERROR [http-nio-7990-exec-20] <user@host> 8er9ro "PUT /rest/plugins/1.0/com.cloudflare.bitbucket.plugin.releasetagcheck.release-tag-check-hook-key HTTP/1.1" c.a.p.o.f.OsgiPluginInstalledHelper Cannot determine required plugins, cannot resolve bundle 'com.cloudflare.bitbucket.plugin.releasetagcheck.release-tag-check-hook'
2023-08-10 20:01:54,035 ERROR [http-nio-7990-exec-20] <user@host> 8er9ro "PUT /rest/plugins/1.0/com.cloudflare.bitbucket.plugin.releasetagcheck.release-tag-check-hook-key HTTP/1.1" c.a.plugin.manager.PluginEnabler Unable to start the following plugins due to timeout while waiting for plugin to enable: com.cloudflare.bitbucket.plugin.releasetagcheck.release-tag-check-hook

 The java version we use :

$ java --version
openjdk 17.0.8 2023-07-18
OpenJDK Runtime Environment (build 17.0.8+7-Debian-1deb12u1)
OpenJDK 64-Bit Server VM

We tried restarting the bitbucket server and removed the .osgi-cache from  $BITBUCKET_HOME_DIR/plugins/.osgi-cache but still face the same issue.

Any insights on this would be great!
