Is it possible to run RunPipeline even if the user has read permission for Bitbucket?

No, this is not possible, this option is greyed out for users with read access, and if they hover it they will see the message "To run a pipeline you need write permission".
It is also not possible for users with read access to rerun existing builds, and manually run a pipeline either from the Branches page or while viewing a commit in Bitbucket UI.
A user needs at least write access to perform these actions.
