Bitbucket is displaying certain branches as tags. All our repos show master
as being a branch as well as a tag (and usually one other branch as well.) We have confirmed the tags do not actually exist in the repo via the git CLI. Is this expected behavior?

This is actually a bug. We are displaying in the tags list priority refs based on the repo's main branch and the branches configured in the repo's Branching Model (from Repository settings), that we shouldn't.
We have a bug report about this in our issue tracker, you can add yourself as a watcher if you'd like to get notified via email on updates:
