Bitbucket Issue assign problem

I started to encounter this problem recently, but for one user, the user searches only provide non-repository users with the same name and does not let me choose the correct one. 

Is there a setting or something that I am missing so that I can constrain the search result to the repo user only?

May I know is this @mention or just a user search in assigning PR reviewers, issues etc.?

I would also like to confirm if the issue happens on specific repositories only or on all repositories and if the affected repositories are private or public? This should give me more information on what may cause the issue because public repositories will try to search all users that have similar names which may be confusing.

If it's private repositories, then I would suggest checking with your team if anyone else can reproduce the issue or only specifically you.
