Client wants to move to premium annual billing (currently on standard cloud monthly), and I understand they would have to create a new workspace in order to get a quote - would they then be able to link the new workspace to the existing to pull in the data or would they need to perform a migration from old to new ?

If a new workspace gets created, then the repositories will need to be transferred from the old workspace to the new one:
User groups and access will also need to be set up in the new workspace, I'm afraid that it is not possible to somehow copy them from a different workspace.
That being said, I am unsure whether it is possible to move to an annual billing plan from a monthly one.
My suggestion would be to contact the support team that is responsible for billing and licensing, to confirm whether such a billing change is possible and whether a new workspace is needed. The team can be reached via https://support.atlassian.com/contact/#/, in "What can we help you with" select "Billing, payments and pricing" and then "Help with a quote or order" and also mention the workspace in question. (Please ignore my suggestion in case you have already been in contact with them!)
