Automatically add files on repository creation

Hello,

I am looking for suggestions on how to automatically add two files (security.md and readme.md) when a repository is created.  I do have access to scriptrunner.  Is there a way to do this when the create repository button is clicked?  I was wondering if this could be done via a hook or scriptrunner custom listener or adding a template to git init?  If you have any examples of doing such a thing, that would really help.
