I have implemented enforced merge checks that prevents a merge using a pull request until all merge checks have passed as outlined here: https://support.atlassian.com/bitbucket-cloud/docs/suggest-or-require-checks-before-a-merge/
I was wondering if there was a feature that would allow an admin to bypass these requirements and force a merge a pull request in exceptional scenarios.

At the moment, we don't have that feature in Bitbucket Cloud. As Eli mentioned, the current workaround would be to disable the merge check and reenabling it later.
I've gone ahead and submitted a Feature request, you can find it at https://jira.atlassian.com/browse/BCLOUD-20395. Make sure to vote for it to show your interest, you can also watch it to receive future updates.
Please note that several factors come into account when choosing whether to implement a feature or not, so I can't guarantee if this one will be added. You can learn more about that at Implementation of new features policy.

I'm also looking for something like this. In our case, we have the "Minimum successful builds" merge check enabled but would like to be able to have an admit bypass the check in case the build server is down. Obviously we could have the admin temporarily disable the merge check and then reenable it, but this isn't ideal :)
