The way that the transfer repository feature works is that after you initiate a transfer, the admins of the destination workspace are going to receive an email to either accept or reject the transfer. The transfer will only take effect after that.
So could you please verify with an Admin of the destination workspace and ask them to check the email and accept the transfer?
If the destination workspace is a Personal workspace (see Difference between shared and personal workspace), only the owner of the account will receive the email.
