pipelines: User error and no description or logs

I am trying to run pipelines on an existing repository and it just wont start. I have even tried to re run old successfully pipelines (triggers by a tag)

i just keep getting an instant "User Error" with no details

i have just tried again and it has worked. but there was a period from nov 1st 3:43pm to nov 1st 4:23pm (aest) where they would fail. no update to the bitbucekt status page
