but how sync files excluded from the commit and referred in .gitignore

After created a Laravel Project and initial commit to Bitbucket, this with .gitignore to exclude some folders and files, in Windows 10 Development machine,... I can run OK this site in this machine localhost...!

What is the recommended way: to sync this project in a Mac machine or another Windows 10 machine...
I executed this:
git clone https://yyy@bitbucket.org/yyy/cars.yyy.yyy-official-8.x-yyy.git
but how sync and files excluded from the commit and referred in .gitignore...?

Because in my MacBook or Windows 10 --- wanted to also run Laravel site localhost and after sync with bitbucket?
