Smart notifications for Bitbucket or Sourcetree?

I'd like to get some kind of notification/warning in the following scenarios: 


  1. There are certain files, that when they change the entire team needs to be notified (i.e database scheme). Pulling and merging is a common task, and sometimes include dozens of files. Obviously the entire team can check on every pull if it includes changes to those files, but we would like to automate the process. 
  2. Could we get a notification that informs us of a conflict risk? Lets say user1 committed a change to a certain file. Bitbucket/Sourcetree knows that user1 committed the change.  when user2  edits that file on the same branch Bitbucket/Sourcetree can provide a warning that that file was committed by another user. This could be helpful for:
       a. user1 and user2  can better coordinate their work.
       b. user2 can merge commits by user1, and avoid "conflict resolution". 

Are these possible on Sourcetree or Bitbucket?
