job scheduler is not working , job level triggers are not working for scheduling

click on configuration settings and see the triggers tab in the menu and select any one of the trigger like" scheduled", "single day build", "repository polling" 

add one trigger and check the scheduler it is not working as per the time specified in the trigger.

We understand that the build is not getting started in Bamboo after the scheduled time trigger is met .
 Kindly confirm if these options are used for builds and the linked repository, if so, what are the options? Please check if you have configured for a high wait period.
Linked Repository -> Change detection options -> Enable quiet period
