Why a unit test got a new case ID?

Question please.
We found some quarantined test got un-quarantined themselves. This caused plan failed out of no where.
A deeper look it seems the test case ID changed from Bamboo point of view.
Any idea about it?
So in the case below
Between RUN 14638 and 14639
