What are the databases and tables needed to write a SQL query to obtain the set of permissions for?

The databases I think the data I need is in one of the 3 databases I have access to:
META, AUTOMATE and AUTH. If there are others please let me know.

I only need to know what databases and tables I need to use to obtain the set permissions for a given environment. My goal is to write a query that will detect any segregation of duties issues. E.g., if a person is in the Developer role, they should not be allowed to deploy to Production.
