The Commits didn't display the commit history for custom build with specific SVN revision,

I was running a custom build with specific SVN revision for a branch build. For example, ran the customized build on SVN revision 31491. But  in the commits tab, it displayed all latest committed after revision 31491 in Bamboo, which is very confused what went into the customized build. Is this a bug in Bamboo ?

I have Atlassian Bamboo version 6.2.1 build 60208

Yes, this is indeed a bug, it has been fixed in Bamboo 6.7.  As far as I can tell, in version Bamboo 6.2, the version that is actually checked out is the correct one (you can verify that looking at the build log), but the commit list is wrong.
